Even after restarting OOo and my computer the Dutch spell check doesn't

I think Tools > Options > Language Settings > Languages is only
for selecting the language of the OOo system and its messages.
For the extra dictionaries, you have to associate the text with
the appropriate dictionary like this:
Select the text you want to associate by holding down mouse
button 1 and swiping the text wanted OR if you want to select
the entire document click Edit > Select All. Then click on
Format > Character > Font Tab and select the desired language
from the drop down box.
