Try this multi-stage process...
.. convert number to FIXED with  4 decimal places (Col C)
.. CONCATENATE text (Col A) and fixed number (Col  C)

Formula     

=FIXED(C7;4)     =CONCATENATE(B7;D7)


where "n" is the row  number
