It's a function of your browser. In Mozilla or Firefox if you try to open an attachment and it doesn't know what to do with it, it will ask you and you can set the browser to do that with all files with that extension.
It's been so long since I used Virus Outbreak Express that I'm not sure what the procedure would be exactly there.
