Not really - if his install got screwed up, as his claims would make it
appear, and *EVERY TIME* he tries to open OOo it nags him to register,

good if it works. And nagging pop up windows are annoying enough to
pay to
make them go away. (There is a whole distribution method of commerical
software that thrives on that very notion - it's called Nagware, or
crippleware, or, in extreme cases, shareware.)
Licenses are required. Lawyers will tell you more about the details.
Anyway, required or not, I honestly don't think that clicking 'I Agree'
and being asked to register / donate once every time you install is too
much to ask. You're already said that you don't intend to assist with
coding, so you're taking OOo for free and then complaining about the
license ... which allows you to take it for free!
I don't think it's "Every time you install" - I think it's every time he
start the program. It's not supposed to work like that.
Unless I've totally misread the OP (which is possible), I think I can
fully
understand his frustration.

Yeah, very frustrating. Would uninstall and re-install help, has this
been suggested? .... what else to try?
Did you try repair? I don't think that requires re-registration.
Wouldn't swear to it though.
