You need to open the Options window. (Tools > Options).
For each part of OOo you want to have the vertical ruler visable, go to
the View section of that part (i.e., Text Document > View). The right
side for some will contain choices for both horizontal and vertical
rulers. Others will only have a single choice: Rulers visable.
