When the installation program finished, did it report that the installation completed successfully? If so, have you restarted Windows? This shouldn't normally be necessary, but I have seen the "All Programs" menu fail to update properly after an install (not just OOo) on a couple of XP boxes. Did you run the install program under the same user log-in name as you are now logged in with? Take a look at your hard drive with Windows Explorer (My Computer) and see if you have a folder under "Program Files" with the name starting "OpenOffice.org".
