Are there any other points I need to add to this list ? Or any points on the list which needs clarification ? I'm also considering sending this email to the list at regular intervals.

Note 2 : So why do some emails already have a "[moderated]" in their titles ?
This is because those users came to one of the web pages (which I cannot find right now) and clicked on the link "help" (or similar) which was actually a "mailto:[email protected]"; link with the "subject" parameter set to "[moderated]".

Good list, CPH. Here's a suggestion that might be good on the
other end of things. Wherever the newbies are mailing in from,
remind them to include which version of OOo they are using, what
operating system, and as many tech details as possible, so their
questions might get answered.

And also, why not ask them to change that [Moderated] subject
line, if that's all that's causing it? At least from the
newsgroup end of things, the board would be better cleaned up a
bit, and that uninformative subject line is the most obvious
offender.

p.

Perhaps ask them to give a short description of the problem, and note that "HELP!" and "OOo" are redundant and uninformative?
