If you can't download the file because of bandwidth limits, you'll be even 
worse off trying to get it sent to you by email. Most mail providers will not 
allow messages larger than 10 MB..., and appart from that these servers are 
slower than if you download the file directly from the site.

As an alternative to downloading, you can either try to look for a computer 
magazine that may include Openoffice on the magazine's CD ROM, I'm sure there 
are plenty around, or you can check the following link where you should be 
able to acquire a CD for a small fee.
