This is indeed a common experience, which many have asked about
(including me). One confusing thing is that various answers have been
offered. The nearest thing to an 'offcicial' answer is in the users'
guide trouble-shooting section

see chapter 14, page 458.
However, in my Linux system the problem was solved by deleting from the
two files dialog.xlc and script.xlc in
/home/.openoffice.org2/user/basic/ the lines
<library:library library:name="WebWizard"
xlink:href="file:///usr/lib/OpenOffice.org1.1.4/share/basic/WebWizard/dialog.xlb/"
xlink:type="simple" library:link="true" library:readonly="true"/>
and
<library:library library:name="WebWizard"
xlink:href="file:///usr/lib/OpenOffice.org1.1.4/share/basic/WebWizard/script.xlb/"
xlink:type="simple" library:link="true" library:readonly="false"/>
respectively, as my particular problem seemed to be to do with these
files looking for OOo 1.1.4 which no longer existed in my system.
