TurboCad Designer is $30 and I think it supports DXF. TurboCad Deluxe is
$129.

Did you try to open it in OOo Draw? Then you can edit it, I think.
I opened a dxf file via the OOo Quickstarter, which automatically
opened in in OOo Draw.
The dxf file is displayed as a single graphics object, which doesn't
appear to be editable.
In fact I would be quite surprised if text, for example, within dxf
files was editable in OOo, but I thought I better ask in case I missed
something, because I'm looking for free or low-cost software (as
opposed to a full-blown CAD package) that enables minor editing of dxf
files.
