I believe there was a response to this or a similar question, and the  answer 
was to use a photo editing program (GIMP would work) to alter the photo  and 
make it very faint first.
 
In GIMP: One way to do this is Tools > Color Tools > Levels.
 
In Corel PhotoPaint (as another example): Image > Adjust > Level  
Equalization.

I want to create a water-mark in a word  or power-point document. I found to 
go to format/page/background and I could  import a grafic (e.g. foto). But I
