Check out what the README in that folder says:

The files contained within this folder are used to build the
OCAL installer executable. In order to build successfully:

1. Make sure these files are in the same folder:

    a. "ClipArt" folder with necessary files for
       installation.
        
    b. "images" folder with install.ico, uninstall.ico,
       header.bmp inside.

    c. build.nsi script necessary to build the install.

    d. There are now a lot of folders necessary and scripts.

2. Make sure that NSIS is installed on your Windows system. If not:

    http://nsis.sf.net/

3. Make sure activeperl is installed using standard paths on your windows system:

    http://www.activeperl.com (select MSI installer and not package)

4. To build, double click the file: build.bat

5. Everything should now be built into the installer and you should see output
to help you out in the commandline.
        

DONE!
