I am not really sure, what you mean - I played around with that now
and came to the following conclusion:

Do you mean that you want to put the anchor to a paragraph and the
image/object probably far away from that position? - I suppose you
want the same behaviour as in M$ Word.

In Word if I move the image/object the anchor is moved with the
image to the nearest paragraph - so same behaviour as in OO.

When I move the anchor in Word then only the anchor is moved. When I
write now something between the anchor and the image/object then the
image keeps the same space to the anchor. So some text may jump down
and some not. Don't know for what this should be good. I don't see
it senseful putting the anchor to the overnext paragraph or 2
paragraphs before the image/object. Why not put the anchor there,
where the object should be tight to? Why put the object to a place
some fixed distance to something else? - But wait a moment: Word
does not support anchor "to page" as OO does. So in Word moving the
anchor is the only way to get the image/object tight to a fixed
place on that page.

And this is very ugly in Word because I now have to position the
object where I want and then move the anchor to the page start. But
this does not work well because when inserting a line before the
first line on that page the anchor moves down and I will not
recognize this until I select the object and look where the anchor
is. Oh - but I forgot something - I can check the option in object
properties that the object should not be moved with the text but
then the position where the anchor is does not have any effect. -
BTW: Even in Word you cannot move the anchor to a different page
than the object is.

Who can tell that this way Word behaves is an intuitive behaviour?

I am working for years with Word now and I usually don't check the
option to lay graphics over the text because... - mmmmhh - I made
some tests of my own behaviour while editing - and guess what: I
moved the graphic around and while moving the graphic the text
jumped up and down and I didn't make it well to move the graphic to
the right place because it lets sometimes bigger spaces to above or
below paragraph. By instinct I took the anchor to move it to the
position where I want my graphic. - And then by instinct I wonder
why the graphic is not moved there. Then deleted two paragraphs
because wanted to move below the graphic and guess what: Because the
anchor was between the two paragraphs - but how could I have known
that as the graphic was not selected and so I didn't see the anchor
(because only displayed when graphic selected).
And now I know why I don't use graphics that way.

And now OO: When I want the graphic on a fixed position at the page
- e.g. on the right top I use anchor "to page" and place my graphic
where I want. Great!

When I want to attach my graphic to a specific paragraph then I use
anchor "to paragraph" and I can move the anchor to the exact
position where I want the graphic and the graphic is moved there.
And it cannot happen that I accidently delete the graphic.

So my conclusion is: Forget that frickled anchor handling in Word
(IMHO growed historically over the years to this result), OO rules!
- I want it the way OO handles it!
