Under jave options I have "use jave runtime enviroment" checked. JRE
installed Vendor: Sun Microsystem 1.3.1_04.
I read the doc. on How to create a data source from scratch. Step 1 says to
select the Tools-Data source menu. I do not have a Data source menu under
tools.

I suspect that you have not installed Java or forgot to enable it. To
enable it, Tools > Options > OpenOffice.org > Java and if nothing shows
up, go to http://java.sun.com/
