Hi Joe,

Go to Tools-Options-openoffice.org-General and make sure the "tips" box
is ticked.

I've noticed that not all icons have tips associated with them and also
they open in a grey box like the toolbar, so the small ones (e.g.
"Open") are easy to miss.
