OOo uses styles in which indents and spacing are defined. So create a paragraph style that meets your needs and use it. To learn about styles see http://documentation.openoffice.org/manuals/ The user guide contains the following note: "Note: To assign tabs directly to a current Paragraph Style, open the context menu of that paragraph and choose Edit Paragraph Style to call the Paragraph Style dialogue where tabs and indents are then entered."
