The controversy between OASIS OpenDocument Format in support of
OpenOffice and Microsoft's new Office Open XML "standard" was aired at
the recent Gilbane Conference on Content Management Technologies in Boston.
David Berlind, Executive Editor of ZDNet, debated Morgan Reed, a
Washington, DC–based lobbyist. Reed is Vice President for Public Affairs
at the Association for Competitive Technologies (ACT), which represents
a number of small ISVs (independent software vendors) in Massachusetts,
but whose real muscle comes from its large clients like Microsoft.

Massachusetts Republican governor Mitt Romney said "the commonwealth is
very pleased with Microsoft's progress in creating an open document
format. If Microsoft follows through as planned, we are optimistic that
Office Open XML will meet our new standards for acceptable open formats."
Within a couple of weeks of the debate, Peter Quinn, who led the state's
Information Technology Division (ITD) development of a Massachusetts
requirement for OpenOffice compatibility by 2007, told his family on
Christmas Eve that he would be stepping down as state Chief Information
Officer, describing in a staff memo events that "have been very
disruptive and harmful to my personal well-being, my family and many of
my closest friends. This is a burden I will no longer carry." [Source:
