PDF, though it can be partially edited, if you have the right tools, is now the most normal way to send documents people don't want other people to be able to edit.

There's usually not much point in sending someone a word processing file, however protected, if you don't want them to do any word processing with it, or parts of it, ever. PDF makes more sense as a format intended from the beginning to be read only.

What you can do with an OpenOffice Writer file is to select the entire document and then apply Insert -> Section ...

The dialogue box that comes up gives you the option of protecting your section with a password. Since your new section now covers the entire document, effectively the entire document is now read only.

This kind of protection is very insecure, as the Help file warns, mostly a method to protect against accidental changes and casual mischief because it is easy to circumvent. But similar protection in other Word Processors can also be circumvented.

Remember, on a computer system, mostly any file can be loaded into a text editor or binary hex editor and a new file created with changes made.
