I recommend the free Doulas SIL font available at http://208.145.80.131/cms/scripts/page.php?site_id=nrsi&item_id=SILFontList#c3f8cba8

The other free fonts available here are also well worth having.

I have not tried all of these ... the Doulas SIL has been quite adequate what little need I've had for phonetic fonts in the past few years. I recommend not using any phonetic character font that do not support Unicode values.

Some large Unicode fonts also contain a good selection of even a complete selection of phonetic characters. See http://www.alanwood.net/unicode/fonts.html#general These are said to be Windows fonts but all of them should also work under Linux. Look for the number of IPA Extensions and Phonetic Extensions characters listed in the specifications.
