What you want is the English language pack. You can download it from here:

http://ftp.linux.cz/pub/localization/OpenOffice.org/2.0/OOo_2.0_native_Win32Intel_langpacks/

Find the file that ends in either en-US.exe, or en-GB.exe -- whichever you prefer (I don't see a listing for en-CA). And before you ask, I have absolutely no clue what the rest of the en-US entries are about.

Just download the file and doubleclick to install. Then you can choose the language for the user interface under Tools -> Options -> Language Settings -> Languages -> User Interface.
