Looking at your notes above, it looks as though you are setting the
language at the wrong level. I am running 680m3 build 8698 on Mandriva 2006.

I find the language setting in Tools-Options-Language Settings-Languages
(NOT Writing Aids). There I set Locale to English (Australia) and under
"Default languages for documents" - Western choose English Australia
which has the ABC-tick indicating that the dictionary is installed.

Correct!

The Writing-Aids dialogs first list box "Available language modules" is
sth the average user never needs to be concerned with.

It is used to see what is available (installed) on the system.
And e.g. to turn on/off support of specific features for each language.
But since by default all that gets installed or downloaded later gets
automatically avtivated there is no use to modify sth here unless you want to disable sth.
It's main purpose is to manage which implementation should handle a
specific language if you have more(!) than one implemantation for
spellchecker, hyphenator or thesaurus. For example if you want to
write and use your own spellchecker.
Since by default OOo has only one spellchecker, hyphenator and
thesaurus you can just ignore the upper list box in this dialog.
