Install an English language pack to provide this functionality. Each
user can then choose the language in which they wish to work. If you use
a variant of English such as en-CA, installing the appropriate
dictionaries should be sufficient.  If, on the other hand, you wish to
use OOo in both languages simultaneously then you should consider
installing duplicate copies in the languages of choice. Instructions on
how to do this are in the 2.0 SETUP_GUIDE.pdf on the doc project
