I suggest a step 5a:
Update the default character style to reflect AU English.
There is a bug in the interface here. Right clicking the "Default"
character style provides only "New..." as an option, not "New..." and
"Modify...", but selecting "New..." actually brings up the "Modify..."
dialog box. Changing the default language here cascades to the other
character styles.
