[users] CAN'T RUN AFTER DOWNLOAD

I have a new computer, using Windows XP, Home Edition
Version 2002, Service Pack 2
with Hardware:  AMD Sempron Processor
2800+
1.60 GHz
448 MB of RAM
Physical Address Extension

I really liked using Publisher, and my computer "guru" says this new open 
office is great, so could you help me download and use it successfully?
