I'm curious. Does the OOo version for each language automatically
include a spellchecker and make it actice for that particular
language? e.g., I use the English version of OOo hence this stuff was
setup for English (USA) by default when I installed the program.
Wouldn't that be the same for other language versions as well?

No it doesn't.
I'm no lawyer but basically it is about license issues and looks like this:
Currently by default all dictionaries got installed along with
OOo that explicitly stated allow for distribution with the same
license (LGPL) OOo uses and thus can be included in the source branch
of OOo and packed along with the rest of the Office.
The set of those dictionaries is somewhat randomly. There are only
some languages at all and even for those there is often not a complete
set of hyphenator, spellchecker and thesaurus.
For some language it is just a hyphenator and not more.
And all those dictionaries we are allowed to host/distribute with OOo
by explicit license agreement those get packed in every OOo build,
regardless what build you are installing.
However compared to the full list of dictionaries that can be downloaded
with the wizard this is still only a small number.
Note:
The webpage where the wizard downloads the dictionaries does not belong
to OOo and can also host dictionaries that can only be used under GPL
(which is not compatible with OOo LGPL license) or maybe even some where
no explicit license is stated, and thus it is not legaly safe to include
them in OOo by default.
