Why not simply leave extended tips on, since that is not the source of
the popups and set the timeout for these?  Look under Tools > Options
Openoffice.org > Accessibility > Miscellaneous options > Help tips
disappear and set a suitable time out. Do not forget to enable this
feature by checking the box.
