A common reason why spell check and similar features seem not to work is that the language attribute of the text in a document doesn't match any of the spell checkers on the system.

Spell check and other such features work only if the language attribute for your text is set to a language supported by those features on your system. OOo documents can support multiple languages in the same document. Documents you are using may have been imported from other systems or may have been created under different languages, so it is normal than in some cases the language attribute of all or parts of the text may not be what you want. Or you may have set up a default template that is not set to the language you want to use.

Check Format -> Character -> Fonts to see the language attribute of the text at the current cursor position or in the current selected text.

If the language is not want you want, then select your entire document and set the language properly. (This will also change the font, but you are now doing this only for testing purposes.)

Under Tools -> Options -> OpenOffice.org -> Language Settings -> Languages select the language you want to use. If there is a tick beside the language in the Western box, then spell checking is available for that language and should work.

You can test this now.

You should also check under Tools -> Options -> OpenOffice.org -> Languages -> Writing Aids to see under "Available language modules" that you have a spell check dictionary, a hyphenation dictionary, and a thesaurus are available for your default language and are checked. Also mouse-press "Edit" and check through the languages that appear there to see what is currently installed for each language.

Not all languages and language variations have their own spell checking dictionary, hyphenation dictionary, and thesaurus. But you can obtain up-to-date modules that are available for any languages you might want to spell check through File -> Wizards -> Install New Dictionaries...

If you want to fix a document to use the language or language variation of your choice, you will need to change that language in the styles used by the document. Check Help or a suitable OOo manual on modifying styles.
