I have a long proposal where there is a cover letter and title page. The 3rd
physical page is where it starts and I want the page number to be '2' on
the 3rd page (second page is title page and does not get a page number. I
did this by using an offset of -1 in the footer on the third page. Works
great.

I save the document in .doc format. When I open it up, not only is the first
page number 3 (not 2) but the formatting in the footer is Ariel and not
Times as I had it. 

However, if I save it as an .odt format, there are no problems. 

Obviously, I can't send this proposal to anyone needing Word format... which
is everyone!!!! (Fortunately I usually send documents as PDFs).

This is a bad bug, IMO.
