This is user misconception on how page numbering works. The offset is
not honored on printing. The key is to use Insert > Manual break and set
the style of the following page and the page number. The style should be
different than that of the first page. That is why there is a First page
style in the default set. For more information on this and more see,

Send the doc as PDF directly from OOo using File > Send. That should get
you over the hump until you get up to speed.

Not a bug. You are warned that saving in MS format can cause formatting
problems.
