OpenOffice.org is free. It is also normally downloaded. Someone may have sent you a CD-ROM that may or may not contain a copy of OpenOffice.org, but the OpenOffice.org organization doesn't make or sell CD-ROMs.
Either the package was simply misdelivered, or someone in your organization has ordered such a CD-ROM from a third party, or you have been sent it as a gift by a third (or fourth) party, or you have been sent unsolicited goods by a third party with a bill telling you how to get in touch with them.
In the last case, I believe US law allows you to keep the CD-ROM (or throw it away) and pay nothing.
