In my older case, I knew all about hidden files, and I did check that I had write access to the local openoffice directory, and I could see that the download was fetching data. But when I scanned the whole file system for what I thought the files might be called, I could find no trace of them, and no new files appeared in the local directories. My best guess at the time was that I had a doctored wizard that tried to install the dictionaries in the system area and did not check for errors.
