Steven,
In my experience, the only way to do what you want -- center text
automatically vertically on a page -- is to put it in a table cell. The
problem is that table cells don't flow from page to page, rendering them
useless for formatting textual documents like newsletters and similar
projects. I would support a request for enhancement (RFE) that would
add the capability for vertical centering in frames.

Followed the instructions, ended up with the text in a frame centred
vertically and horizontally on the page, just as expected.
