JRE stands for Java Runtime Environment and is needed by Openoffice for a few features (http://documentation.openoffice.org/faqs/installation/021.html). OO.org runs very well without JRE. In case you don't know whether you have it already on your computer I would advise to download Openoffice "with JRE". It will install JRE alongside with OO.org.
