This works for me using 2.0.1. What version are you using?

I'm guessing that what you are looking for is to be able to change the default 
settings for any new documents you create. Existing documents already have 
all their attributes defined and were fixed when you saved them.

The help (for 2.0.1) under defaults;templates seems to be sufficient except 
for two extra comments. When you create an empty document to act as the 
default template, I found that it is best first to File->Save As giving it an 
OpenDocument Text Template (.ott) extension to create the template where you 
save all your templates. And when it refers to "category list" in the 
File->Template->Organize dialog, they mean the left hand pane of that dialog; 
the panes are not labeled.

You can then save the template to include all your favorite languages, fonts, 
page styles, paragraph styles etc.
