Assuming that you're using Windows, right-click on one such file, and
select Open With... Select OOo 2, and check the "always" option.
Things are this way for two reasons:
1) To allow business users to break in use of OOo 2 easily, and without
risking their current documents.
2) To distinguish the OpenDocument format from the OOo 1 format.
OpenDocument was based on the OOo 1 format, but it is not the same, and
there exist many programs that can read and write OpenDocument, but
cannot handle OOo 1 at all.
