Changing the format of the cell should never change the contents of the
cell, only how it might be displayed. The leading apostrophe indicates
that the cell must be considered as text even if it's in a non-text
cell, just as a leading '=' in a text formatted cell forces Calc to
interpret the cell contents as a formula.

AFAIK you must remove the apostrophe manually to change the content to a
number.
