You have formatted the cell as ?/? (single digit over single digit)
You must format the cell as ??/?? (double digit over double digit)

Single digits are the first line in the format fraction choices.
Double digits are the second choice.  Choose the second.

For what it is worth, you can even format the cell as ???/???
by defining it yourself.  If you do that, then you can get
=pi() to show up as 355/113 if you like.  Try it.

I tried that with 1.1.5 and it showed 1571/500... but I found the reason for that: There was a checkbox to uncheck in tools - optins - spreadsheet - calculate. If it is checked, the value of the cell will be as shown (in my case with 2 decimals only). I unchecked it and then 355/113 was shown. Seems like pi is given with 14 decimals only, but that's maybe not a serious problem... They were all correct, though (I still remember the first 100 decimals of pi since I learned them about 25 years ago - yes, I was maybe some kind of nerd back then...).

Paul, about your question no. 2:
I use 1.1.5 but I wouldn't be surprised if this works with any version:
Highlight those cells you want to "convert" to text, then Ctrl+c (Copy).
While the cells still are highlighted, press Insert (Paste Special). This should bring up the Paste Special dialog. Now, if the Insert button doesn't work, it is because that's one of my own shortcuts, I don't remember exactly which of all shortcuts I used that I created myself and which ones where there originally. If the Insert button is NOT Paste Special on your system, just right click and select Paste Special instead, or select Paste Special from the Edit menu. Now, the upper left part of the Paste Special dialog contains some options, like Paste everything, Strings, Numbers, Date and time, Formulas, Notes, Format and Object. I use the Swedish version so don't panic if my translations are incorrect. Now just uncheck everything except Numbers (or Numerical or whatever the English version says...). Then hit Enter or click OK. Next time you do this, all checkboxes will be in the state you left them in last time. Now your highlighted cells should be values instead of formulas. If you want to, you can now format those cells to text.

If you select Strings in the Paste Special dialog box, all the highlighted cells will be empty strings, so you really have to select numbers if the cells contains formulas like those you described (A2=A1+1 etc).
