It all depends. I probably was the first person to produce a book straight from OO in 2001, skipping the use of any DTP software. So I'm here to testify that it can definitely be done. Which is not the same as saying I would recommend it. If you want to produce quality work go to Adobe creative suite, and other such heavy duty tools, but, if you're budget constrained... this is the deal. You might have to make some minor trade offs, but you can definitely produce an acceptable result.
