Probably the latter.

You can do this from the Setup Type window.  You see the custom radio
button, click it and you will be able to set the install path. You are
right there is no step-by-step because most users do not need this info
and those that do should be technically capable or at least that's the
theory.  Perhaps some more info is needed so please add your comment to
http://www.openoffice.org/issues/show_bug.cgi?id=37513 so the
maintainers have this on record.

I think that is because you have placed the install image there rather
than OOo. I cannot offer much guidance as I am not a Windows user;
however I can tell you that from experience on this list, you should set
your network drives carefully on the workstations so as to avoid locking
problems.  Maybe someone could expand on this.
