I disagree. Having it as an effect is invaluable when combining and
splitting
documents, when it is easy to promote and demote titles by simply changing
the style.

Permanently changing the data is a different function. Perhaps it should be
under the Edit menu rather than Format or effects.


I see your point, but I think that permanently changing the data via
an easily accessed menu item is higher priority. I'm not sure that
using the effect in your scenario is actually easier or more efficient
than changing the data. Perhaps providing both options is the best
solution. It does also make sense to put it in the Edit menu (once
upon a time that's where Word had it).
