I'm looking at the site now at the university on Windows XP and IE
6.0. It does not display well here, either. Screen shot:

Note that both this machine and my home machine are Hebrew
installations of their operating systems. I can put up a screen shot
of the Linux Firefox, Opera, and Konqueror browsers on this page if
you want. In any case, this site is using the wrong encoding!
ISO-8859-1 is for latin scripts. If they insist on using ISO
encodings, then then need ISO-8859-8 or ISO-8859-8i. Although, they
would be better off using UTF-8. I'm not sure, though, that UTF-8
supports the vowel symbols.
