There are two problems:
1. I like to have captions above graphics, not below, and I did not
find how to do it automatically in swriter, like in case of tables.
2. Usually I have to export most of documents to msword format to
make them available for others and in this case disposition of
graphics and captions is changed, so I need manually position
graphics and their captions.
There are many questions about this issue in ooo support page, but no
valuable solution. I do not see any reason for introduction of frames
for graphics with captions. I suppose that there are technical problems
which are not visible from outside or not so many users use captions
built in function.

Why not use the frame to do this? If you are concerned with the frame
border showing, use F11 (Styles and Formating window) to access the Frame
Styles icon. Click it and then modify the Frame Style to remove the frame
border. Then all the frames you create in this document will be
borderless: not visable when printing nor when looking at the document in
read only status.
