The line numbering problem wasn't really solved on either of the two
template examples. I think different jurisdictions have different

I had seen variations of this bitmap background solution but this seems
to be the best pleading template I've seen so far. The advantage is that
the numbering is automatically inserted on each new page that is
created. The only potential problem is that the numbering will only line
up with text lines when using a matching font/size. I think this is
minor though. I am going to run this by my attorney friends and see if
they see other issues.

The background is a scanned image of a commercially purchased court reporter
paper.  The image was then imported as a watermark.

Some jurisdictions also specify the particular type face and font size that they
desire.
