Yes that is on the cover. What does it say on the website and on the
seciton titled "Modifications and updates" which is the second page
after the title page. Mine copy reads:

So I do not understand your question at all. Remember the User Guide
when complete will be printed and so has the structure of a book.
Unfortunately there haven't been enough resources to keep pace with the
changes. We are working on it. If you would like to contribute, register
with OOo and join the documentation project there is much to do.

If you haven't already registered, do the following:

     1. To file an issue you must register with OOo by clicking the
        My Pages tab and selecting the Register link
http://www.openoffice.org/servlets/Join
     2. Fill in your information
     3. Reply to the confirmation email that will be sent to the address
        you provided. 
     4. Once you have confirmed, go to documentation.openoffice.org
again and login
     5. And click on the
"http://documentation.openoffice.org/servlets/ProjectMembershipRequest
from which you can signup.
