May I suggest:
1.    I would not look for DOWNLOADING instructions
in an INSTALLATION section (since installation is a separate
and later process than downloading.)
2.   The difference of with JRE versus without JRE be put
in a DOWNLOADING instruction.

Just my 2¢ :-)

I looked at the install instructions and the OOo FAQ and see no explicit
description of when one should install the binary including JRE and when
one should install the binary without JRE.

When should one choose the one over the other? In a nutshell, what's the
difference? (and can we get it put in the FAQ?)

See http://documentation.openoffice.org/faqs/index.html . In particular
http://documentation.openoffice.org/faqs/installation/021.html and it's
been there for a long time. Along with:
http://documentation.openoffice.org/faqs/installation/022.html
http://documentation.openoffice.org/faqs/installation/023.html
http://documentation.openoffice.org/faqs/installation/024.html
http://documentation.openoffice.org/faqs/installation/025.html

Because of the time these have existed in the FAQs, an update may be
needed but I don't think so.
