The Task Panel is not really a program, it's the part of the "start bar" that is usually on the left of the clock. When a program is running, but with no window open, it usually put an icon there.

Openoffice has a "quick load" app. It's started by default with the system and put itself on the Task Panel. It's a kind of gray openoffice logo. To be able to correctly uninstall or upgrade openoffice, you need to click on it with the right mouse button and close it.
