Since it's a decision that needs to be made before downloading, it there should be something clearly stated about which to choose in either the download instructions or the FAQ, preferably both.

For some people, that will the /wrong/ answer, but it will be "mostly harmless".

It would also be useful if those same documents had a concise explanation of what JRE is so those more in the know can make a more informed guess about which to try downloading.
