If they don't have to edit it, you can export as a pdf file and they

I have seen that if one uses the open source software called
http://pdfcreator.sourceforge.net to create pdf files from any
application including openoffice, the pdfs created are much smaller and
better than the pdfs created by openoffice itself (hence easier and
faster to email/open). This requires some additional steps--e.g. user
has to use the file-print menu option in openoffice (instead of
file-export as pdf option) after installing pdfcreator on their system.
Also pdfcreator has not been ported to the linux platform and works only
for windows.
Had asked in the issue tracker why the development team cannot use the
source code from pdfcreator for their pdf creation component/module -- i
think they replied its a java vs c++ issue. The pdf module of openoffice
is huge because its written in java whereas pdfcreator is written in c
or c++
