If you need to do it in a spreadsheet in Calc, do the following:
Select the cells where you want to change the format.
Choose FORMAT then CELLS then click the NUMBERS Tab.

Then down in the Format Code box, put the following:
yyyy/mm/dd hh:mm:ss
This format will now be available the next time you need to use it
(you won't have to type anything in the Format Code box.
I don't think you can make it the default format for Dates though (if
you can, I don't know how to do it). Whenever you enter a Date, you
will have to go to FORMAT->CELLS and choose your pre-defined format.
This format is becoming increasingly popular. I know
that my firm would benefit from being able to convert
dd/mm/yy or mm/dd/yy to yy/mm/dd, which we use to tag
filenames.
How does one suggest the feature be added?
There are a number of open issues on this subject. One is

The problem seems to be locale settings taking precedence over what is
wanted.
In our case, our locale doesn't provide the settings as required. We
use ISO formats for date/time and the Canadian Locale uses DD/MM/YY as
the default.
Of course there are our associates that we have to work with that use
different date formats as well. This makes for allot of fun.
In Windows, this can be changed fairly easy but not in Linux.
