Alt+225 and Alt+0223 works for me (OpenOffice.org 1.1.5). Alt+223 seems to be a _ on my PC (Swedish, but that shouldn't matter, should it?).

Another method is to fill the auto correction list with all german words that contains a "ß", so words like "strasse" automatically are replaced by "straße", but I think that is a huge job to do... But if you do it everytime you write such a word for the first time, you will eventually have a rather complete list, I guess...
